- જમીન વિહોણા ખેતમજૂરો, સીમાંત ખેડૂતો, ગ્રામ્ય કારીગરો જેવા કે કુંભાર, ચામડું પકવનારા, વણકરો, લુહાર, સુથાર, ઝુપડપટ્ટીમાં રહેતા લોકો અને અવિધિસર સેકટરમાં દૈનિક ધોરણે તેમનું ગુજરાન કમાતા જેવા કે માલ સમાન ઉચકનારા કુલી, રીક્ષાચાલક, હાથલારી ચલાવનારા, ફળફળાદિ અને ફુલ વેચનાર, મદારીઓ, કાગળ, વીણનારા અને વંચિત તથા આવી જ કેટેગરીમાં આવતા અન્ય ગ્રામ્ય અને શહેર વિસ્તારમાં રહેતા લોકો.
- વિધવા સંચાલિત કુટુંબો અથવા બિમાર વ્યકિતઓ/અશકત વ્યકિતઓ/૬૦ વર્ષની ઉંમરની વ્યકિતઓ અથવા તેથી વધારે ઉંમરની વ્યકિતઓ કે જેમને જીવન નિર્વાહ માટેનું સાધન અથવા સામાજિક આધાર ન હોય.
- વિધવાઓ અથવા બિમાર વ્યકિતો અથવા અશકત વ્યકિતઓ અથવા ૬૦ વર્ષની ઉંમર કે તેથી વધારે ઉંમરની વ્યકિતઓ અથવા એકલ સ્ત્રીઓ અથવા એકલ પુરુષો કે જેમને કુટુંબ ન હોય અથવા સામાજિક આધાર ન હોય અથવા જીવન નિર્વાહ માટેનું કોઇ સાધન ન હોય.

કાર્ડ નો પ્રકાર[બીપીએલ કાર્ડ આપવા માટેના ધોરણો]
- ગ્રામ્ય વિસ્તાર માટે અરજદારના કુટુંબની સરેરાશ માથાદીઠ માસીક આવક રૂ. ૩૨૪/- થી ઓછી હોવી જોઇએ. અને શહેરી વિસ્તાર માટે રૂ. ૫૦૧/- થી ઓછી હોવી જોઇએ. (પાંચ સભ્યોનું કુટુંબ ગણતરીમાં લેવાનું)
- અરજદાર ખેતમજૂર હોવો જોઇએ.
- અરજદાર એક એકરથી ઓછી જમીન ધરાવતો હોવો જોઇએ.
- બી.પી.એલ. સર્વે મુજબ ગ્રામ વિકાસ વિભાગની યાદીમાં ૦ થી ૧૬ ગુણાંક ધરાવતા લાભાર્થીઓ કે જેઓએ ઇન્દીરા આવાસ યોજના કે બીજી આવાસ યોજના હેઠળ લાભ લીધેલ હોય તેવા બીપીએલ યાદીના લાભાર્થીઓ હોવા જોઇએ.
- અરજદાર કુટુંબના ભરણપોષણ માટે મજૂરકામ અર્થે સ્થળાંતર કરતો હોવો જોઇએ.
